Just thought I would add to the pain. ;)
I admit it. I don't do well with drawing backgrounds. In fact, it pains me to do it. It's so...dry. So, I have news! I think it's good. You make the call.
B.W. is going to be in color. I admit it. you were right. Color is best. How did I come around to it? I have brought in my friend Mike to do the backgrounds...in 3-d. the props & weapons (you know which ones I am tawkin' about BOOM! ;0)) in beautiful 3-d models. I shall be doing the people/characters, iconography, etc. What say you? He's a great person to collaborate with when it comes to that aspect of the comic (I would still love to have everything storywise be you and me. Mike could come in for the atmosphere and mechanical parts.) What do you think?
Chat with me...for I wish to have your input, my fellow cohort of eeeeevvvviiiillll... mwahahahah! :)

Search for Charles Babbage's Difference Engine (aka the computer/calculator!)
and especially the pictures of the steam engines and their time. This should be done in (DUH!) science and society search engine.
